The implementation of the park proceeded with the levelling of the topography and therefore removal of any characteristic feature of the site. Designers then imposed a design theme on the site, which related to the predominant ethnic group that was to populate the new town. In this manner, the park resulted in an invented and artificial setting. The narrative of the park thus was bent towards some novel expressions of history and culture that did not relate to the previous, but were forged as constructions of nation.
The playground of the park was designed by artist Khor Ean Ghee , who was working for the Housing and Development Board (HDB)’s Design and Research Unit as chief designer of playgrounds to be placed in public parks and open spaces of the HDB housing estates. The playground was built in structural steel and its figure re-interpreted the dragon, a mythological creature in the Chinese culture (HDB 1974, p. 9; Khor 2008; HDB 1973, 1975, p. 16, 17).
This thematic playground was later proposed in Toa Payoh housing estates with a change in design, which integrated two slides and a dragon-head built in reinforced concrete.
In later years, the symbolism referring to the Chinese culture became a recurrent feature in Toa Payoh New Town, expressed in smaller precinct gardens (Fig. 6.14).
